[Resolved] Tvs Tyre — tyre manufacturing defect

I have purchase tvs tyre from chikhli navsari and having manufacturing defect, its not even completed 1 year and defect like balloons coming out. I am sending you the picture for the proof. The tyre is still new but having manufacturing defect, it is impossible to ride so i want replacement of this tyre so from where i can get a replacement for this and how? Please help me out
