Uttar Pradesh State Road Transport Corporation [Upsrtc] — Open ended card not working and not refund and transfer my card balance.

Hello sir\mam,
My name is yetendra shakya from modinagar.
I got my open ended smart card in jan 2016 month .
Card work properly, but randomly card not working .So i checked the card in modinagar bus stand operter say your card is faulty, so it is not working long,
Then i say please create the new card and transfer my balance.
But operater and customer care say balance is not transfer.
Please help me give my balance(300) in new card.
