Vatika Group — Offer of possession without Occupancy Certificate

Hi Team, We have a Flat at Vatika Xpressions, sector 88B. Recently, we have received the Offer of Possession demand letter from the group without any Occupancy Certificate. The group has applied for OC but have not received any. Yet they are handing over possession to the people. Now we are in catch 22 situation, shall we pay our last installment (c. 50%) without OC or shall we wait for OC and pay the penalty charges and at the risk of forfeiting of all the earlier payment.
