Water Supply — poor water supply

The complaint is about poor water supply in my lane. The water also comes with a very bad smell like drainage water.
We a facing a major problem about the poor water supply to fulfill our needs. The time period for water supply is nearly 45-50 min every 4-5 day.
Also the force of water is very low.
So, i kindly request you to solve my problem as soon as possible.
