I paid INR 5, 999 to Worldwide Transcripts Pvt. Ltd. for academic document forwarding services. The contractual service required submission of an ECE reference number to initiate the process. As per their own acknowledgment, due to my inability to provide this mandatory reference number, no application or external engagement with any university, board, or institution was initiated or performed by Worldwide Transcripts. Despite this, Worldwide Transcripts has withheld the entire payment, denying a refund based on elapsed time and internal administrative activities that do not constitute service delivery or fulfillment of contractual obligations. According to their published refund policy (Annexure 3, Clause 1 & 2), a refund, minus a nominal processing fee of 10%, is explicitly due in cases where no application is filed or when procedural initiation is impossible. Their refusal to refund under these conditions constitutes deficiency of service and unfair trade practice under the Consumer Protection Act, 2019. I therefore seek refund of INR 5, 399 conforming to the policy and consumer law, as no measurable service was provided and no contractual milestones were met.
