Y-Axis Overseas Careers — False information

I opted for Y-axis consultancy for Germany work visa. They do not share any agreement before paying and just talk to you sweetly making vague promises. After paying they will be proactive for a week but then forget who you are and your file will be a cold case. First week of marketing they forgot about my file completely and after chasing them they replied with sorry and convinced me to wait for a week. Later I realised they only applied for 30 jobs in a week which didn’t match my profile 100% but according to them they carefully check each profile.
After raising the issue that I’m jot satisfied with number of applications they sent, they replied with their policy of sending limited 40 numbers of applications which was not conveyed before paying. Now I’m asking for refund and they just repeat the same thing every week. If anyone can help me what to do next and if I should send a legal notice, please help
