Ahmedabad Traffic Police — Carpooling

Today at tapovan circle, traffic police charged us 200 (Image is attached below as the proof).
They said car pooling is not allowed.
We all 4 employees were had our company id proof and we are coming from nearby place.
We are software developers, not professional drivers.

They didn't heard anything from us and threaten to detain the car.
Is it a good job?

What's wrong we have done, i cant understand.
I request you to give some clarity on rules.
