Ahmedabad Traffic Police — Unethical way of issue of memo when roads blocked

I would like to mention that i have received a memo recently with regards to red light violation on vijay cross roads, Ahmadabad. I would like to inform you that the signal is hardly open for 30 seconds and half of the centre road is blocked at vijay cross roads due to some digging work carried out since long. the other side vehicles are passing though signal is open for another way and hardly 10-15 seconds are available for the passengers to cross the signal.

Also i would like to mention that how does the amount of memo is derived at 1000 rs ? - do we have smooth roads and working signals in place for all locations ? - is there any penalty in place for providing penalty to the contractor who has carried out road construction work ? as many areas are facing tremendous breakout and roads have became risky.. Furthermore i would like to know is there a single challan issued to BRTS/AMTS service provider for reckless driving and violation of signals along with the normal citizens to whom the memo has been issued?

Also on the other way, it is being circulated in the media that FIR will be filed to those who don't pay for their e-memo. Doesn't it sound crazy to file FIR on those who're violating red light on cross roads and nothing is being done to contractors who're responsible for providing good roads and working signals ?

If you find that the above mentioned reasons are wrong to your belief and working completely fine, i dont mind paying for the penalty ! Otherwise i request you to kindly reverse the memo charged.
