Air Costa Airlines — Flight was cancelled due to operational reasons but money not refunded after 2 weeks

Air Costa cancelled my flight scheduled due to their so called operational reasons. Called customer care the agent who had no explanation but he went of repeating the same reason. He assured me that Air costa will refund the amount to VIA.COM within 24 hrs as that was where I booked the tkts from. It's been 2 weeks and I still didn't get my refund. I spoke with VIA and they told me Airlines did not refund the amount. I trust them because I've been booking flights the from ViA for the past 2 years and I never had issues with their refund process.

My question is why is Air Costa not releasing the funds like thieves. I called your customer care number waited for 30 minutes no one picked the phone except for the IVR chanting away. It's really an inconvenience.
