Amritsar College Of Engineering And Technology — Non-refund of fees

Respected Sir/Madam,
I would like to draw your kind attention that I was alloted seat through online counselling 2013 organised by Punjab Technical University on basis of JEEMAIN for course in B.Tech IT[protected] at Amritsar College Of Engineering&Technology on 23.06.2015.
I got registered and deposited Rs.44, 750. I deposited this fees with a hope that I will be able to refund the amount if i got admission in another better college. As I did got admission in Guru Nanak Dev University in their 3rd counselling hence i deposited them the fess and got registered in that college.
i didnt attend any class in Amritsar College Of Engineering&Technology.I mailed my request of withdrawl of the seat and deposited money to the admission authority prior to the admission due date only.In this regard, we have made several requests even to honorable vice chancellor but they have not refunded my admission fees as yet. They are stuck to their admission policy that they will not refund the fees in any case. Whereas Your, UGC have clearly ordered for the refund of admission fees as per your notification no – F.No. 1-3/2007 (CPP-II) dated April 23, 2007. For the same session, all other universities have refunded the fees in same cases by following the UGC rules. As, there should be the same rule for the same cases, they should not deny to refund my money.
Finally we made the attempt to file case against the college in consumer court but due to transfer of all such cases from supreme court to civil court my case remain hanged in between.Now we have to bear fees money but also expenses of filing the case in consumer court.Now we cant afford to pay for more expenses in these courts.
I am attaching my allotment letter and fees documents with the complaint kindly give response at earliest.
UGC have clearly concluded that “A college cannot frame its own terms and conditions which are contrary to UGC instructions. In the case of conflict, the directions of the UGC will be binding”. At last, I appeal UGC that please kindly help me in refunding the amount as per all rules. We hope, for the justice, kind attention and action at your end on this matter.
