Ascend Creations Bhubaneswar — Money paid Sale Deed made but plots haven't been handed over.

I have paid Rs 3 Lakhs for plots in Mendhasala, Bhubaneswar, Odisha in 2011 from Ascend Creations Bhubaneswar. Land Sale Deed has been made.
But, till today, Ascend Creations Bhubaneswar has not handed over the plotted land.
