Bangalore Cake Shop — charged 1.5k but never delivered a cake

It was a very disappointing experience with the cake shop. They took all the Money via PayTm, promised to deliver a cake, but never did!
They wont take my calls to initiate refund as well.
I don't know where else to seek help. I am really disheartened.
On complaining, they say they need a 20 pages email on the complaint!!
This is just to aware people who might fall victim to such fraudulent money suckers!
