Bangalore Water Supply & Sewerage Board [Bwssb] — need explanation for the other charges in bill.

I am a resident of indiranagar leaving in doopanahalli. I have found that in my water bill there is an charge of rs200 imposed as other charges, from 3months it is been charged. Please could you provide an explanation on the charge that is imposed, are it is better you refund my money back.
