Bangalore Water Supply & Sewerage Board [Bwssb] — Why there is pro-rata charges for new construction

Can BWSSB officials explain why people has to pay pro-rata charges of Rs. 40 per sqft to get new connections? On what basis you are charging that much. For 1200 sqft owners has to pay 48000 + extra charges. You are charging monthly water consumption too + sanitary charges too. There is no proper reason why to pay ????
Neither BWSSB provides free water for rest of life nor they do their work on time. ON WHAT BASIS THAT MUCH YOU PEOPLE ARE CHARGING?
