[Resolved]  Bharat Gas — DBTL scheme is not required. it is humbug for harrasing people

Date- 7/1/2015 To, Shri Dharmendra Pradhan Minister ( P & NG ) Through- Dr.Neeraj Mittal (Jt.Sec, Marketing) ( Ministry of P & NG ) E mail- jsm.[protected]@nic.in Sir, Sub- DBTL (direct benefit transfer for LPG) is not required (matter of general public interest) Your government has implemented above scheme in whole country which was framed by some stupid politicians of Ex.Congress government. In fact this scheme was one of main reasons of extremely shameful defeat of congress in Loksabha election. People of country felt great difficulty for it’s awkward long process, to stand on long queue, to go often to gas agency for this work and strive for doing this work. Ultimately provoked people punished congress by not giving them vote and took revenge. For getting freedom from such harassment, they elected Shri Narendra Modi but now he too walking on the same way. This is very dangerous for your party. At this juncture what your government needs is to do is some thinking on “Indeed DBTL is required ?????????.” It is really weird that first you will take full price of cylinder from people and then return them in their account. How this foolish ??????????? Why you are going to do so when some other alternatives also are there for preventing diversion of cylinders. DBTL will unnecessarily increase clerical work of people, gas agency, gas companies and banks. It will create unnecessary complications and disputes among them. If you will think properly, you will realize that this scheme is not necessary at all and you can fulfill your object by taking only few steps as under as alternate solution. 1. To cancel all multiple connection (you have already done this work) 2.To give 9 bottles per connection on subsidized rate. 9 bottles are sufficient for 80% family of country. 3. Start to sell non subsidized bottles in open market and make it available for every one. I mean make available non-subsidized bottle to them also who do not have legal connection. For example – ( this is real fact) I live in Ahmedabad and we have official connection of Inden gas here. My wife is lecturer in government engineering college. Her job is transferable. Recently she got transfer at another city of Gujarat called Palanpur which is 150 km far from Ahmedabad. Now she lives alone there in staff quarters. We had sent her one filled LPG cylinder but after consumption for 3 months it has become empty. She wants to exchange same with filled new cylinder but she can not have same because we have connection in Ahmedabad and not in Palanpur. Ahmedabad dealer will not deliver cylinder at Palanpur. She is ready to exchange new cylinder at non-subsidized rate but there is not any arrangement for such cases done by ministry of P & NG or any public petroleum companies. So many people are facing this type problem. So in order to eliminate this problem you should start to sell normal 14.2 kg non-subsidized bottle in open market and make it easily available for every one. This will prevent illegal diversions of LPG cylinders because the person who wants to buy such cylinder will contact the authorized dealer of their region and will not require to contact any illegal agency or person selling LPG cylinders in Black. Your this step may beat deadly stroke to the people who are involved in trading of LPG cylinders in black.
