Bharat Gas — Delay distribution without seal with leakage problem

I am using services of Bharat Gas. Distributor name is Pooja Bharat Gas Services, Add- Jaspur Road, Co-operative Bank Complex, Gumla, Jharkhand. This agency is not distributing Gas door to door but people have to go to their godown, even they don't intimate about the distribution date and time also. Today they gave me unsealed cylinder after so many request. After coming home i found that gas is leaking badly which can cause major accident. Looking for support from authority.
