Bharat Petroleum [BPCL] — LPG cylinder Regulator not fitting; No response from technician helpline

Water inside the fitment hole. (Please see attached image). Gas leakage is also probable. Regulator is not fitting. Nobody answered the call on technician help number. One number worked but the technician asked to contact the office, on dialing the office number 4-5 times, one person answered, and the nearest technician was hours away and said he will visit next day, this is not how emergency help works and is not at all acceptable. Also, 15.9 kg cylinder instead of 16.9 kg standard cylinder.
