Bharat Sanchar Nigam [BSNL] — New SIM not able to topup

I have just ported my BSNL SIM from Chennai to Kerala on 25th May 2023.
On 31st May 2023 My old sim got deactivated and new sim got activated after 2 hours with the prepaid Plan PV 108 which does not have SMS package. Due to this all my UPI apps stopped working. Hence I tried to top-up for 10 Rs, payment was successful but recharge failed. I repeated the process with 20 Rs denomination, that too failed after successful payment.
Inspite of my repeated complaint with customer care top up failed repeatedly. Because of this I am not able to do any digital transactions.
