Bharat Sanchar Nigam [BSNL] — UPC cannot be generated problem

I have been trying to PORT our mobile number [protected] from BSNL to other network, but ended up with error messages that UPC could not be generated for various reasons. I lastly, received message "UPC cannot be generated as there is an active request to change of ownership for this number", which was not initiated by me. I also received a messages saying " Dear customer, PORT request received from your mobile number...send SMS as CANCEL [protected]". I called customer care, they asked to go to the taluk's BSNL office, when i went there, they asked to go to head office the district (Coimbatore). There they asked to call 1503, there they asked to go to headoffice, coimbatore. Again in headoffice, they asked to recharge for 197 plan and then try, again no solution. They asked to come tomorrow(5/1/2024) and meet JE. The last date of my SMS to port is 4/1/2024. Kindly give a solution to generate UPC code for my mobile number.
