Boopathy Agencies — refund not providing on oxygen cylinder rented from this shop

Have rented o2 cylinder for my elderly mother on 3rd nov 2017. Nothing was said about re-fund at that time. He rs 10, 000/- for deposit. Even i was not in that position to ask him all those. Unluckily mother died on 5 nov 2017. The cylinder was taken back on 7 nov 2017. When i contacted shop for refund later on 13th nov 2017. (Refund money was noted in receipt as rs 8500/-) the shop person informed the money shall be refund only after 20 days. When i telephoned him on 23 nov 2017, he said the cylinder was picked up on 7th, so the money will be refund only on 27 nov 2017. When i get into the shop today 27th, he is very rude in talking to me., and saying like how can i refund the money in the morning.. Come in the afternoon etc... I asked him to show the rule of 20 days delay for re-fund. He was unable to show me the rule and nothing was printed on the receipt. I would like to compliant for this to avoid person falling prey to him.
