BSNL — Blackberry Service not working

My Blackberry service is not working since last two months and i have made complaints since its stopped working, till now it could not be resolved and i am sick and tired while calling to bsnl personnel. I had made first complaint on 13th Jan 2014 to till now my issue is not resolve. Kindly help me in this regards and do let me know exactly where i can make the complaint to get this issue resolve.
