BSNL — Disconnection

I beg to inform you that i was not access internet and phone before 6 months (From march 2015 to august 2015) my account number is [protected] phone number[protected] the problem is "we cant pay bills (Amount is 3108 / - ) " because we cant access service so why we pay bills? So that why kindly we request you to disconnect my line.
One more topic : - today we was go to satyawala telephone exchange (Bsnl) for disconnect my line when we go there and meet to counter number 208 he was say to us "if you take rent you have to pay the outstanding amount first then we will disconnect your line"
I was complaint to bsnl many more times these are listed below: -
