BSNL Kharagpur Telecom District — Security Deposit not refunded

I had surrendered my Telephone (No[protected] on 16.09.2010. The Security Deposit is not yet refund to me. In August 2014, they said that the same is approved but for want of Bank details, it is not refunded. On same date, I handed over a Specimen Cheque to them. But no result at yet.
