BSNL — Non functioning of landline & internet

I am Mr. Sushant Khopade, having BSNL landline since 1995. From May 2015 our phone got disconnected because of Road work. Since may 2015 we are in constant follow up with Mr. Vitankar (Gokhalenagar Incharge), but nothing happened. So we met his immediate senior Mr. R S Kulkarni (Officer / Manager) but unfortunately he turned us down. So leaving us with no option we decided to meet Mr. Bhandare (General Manager), we discussed our situation with him in detail but he was utterly Arrogant to us. We would specially like to mention that in spite of paying all the bills we don't deserve this kind of treatment from such a high official.
