BSNL — Poor service & no response

Dear Sir, My Landline cum broadband connection is not working since last four months. i have made multiple complaints and always getting a reply like "call to this number", " call to that number". i am really fed up with this kind of service. this is the worst kind of customer relation i have seen in my life. I am getting the Bill Every month regularly without fail with an added amount without even using the service. this is ridiculous.
