Kindly Help in Teaching this Fraud Company " URMC "a Lesson

I am Mr. Hitesh Agrawal running a Travel business under name Holiday Khoj. I required some marketing staff to grow my business for the coming summer season in 2013. one day i received an sms from a placement agency name United Recruitment & Marketing Consultants (URMC) saying that they arrange staff for any office for any post and any number of candidates. So i made them a call and Talked to one of their representative named "Aditi" she said that if I go for an yearly membership of Rs.3,375/- they would provide me any number of candidates for any post for my organisation in 3 working days during an year and for which they wont charge any other Fees or Commission. On 1 April 2013 i made a payment of Rs.3,375/- by mode of cheque drawn on Bank of Baroda with cheque number 188435 in favour of Regal Manpower and Marketing Pvt Ltd. Even though i made payment i didn't got any candidates. I made several calls to the company asking for the progress and candidates and they keep on replying that they are trying. On 12 April 2013 i lost my patience and forced their staff to give me the number of their director. i talked to Mr. Sanjay director of the company on 12 April 2013 Friday to which he said right now i am out of office and once i reach office i will call you back but no call was received from him too. Again on next day 13 April 2013 Saturday I made a Call to the Director and he said that today i am not going to office so I will call you on Monday. I kept my patience but even on Monday i didn't any call from him so i again called him up and asked him for a refund of my money as he is unable to cater his service to me for which i had made the payment to which he replied that i am not going to refund any amount and we are trying to arrange candidates when i asked how long will it take for arranging the candidate he is saying that i can't commit any time and he is not serving me any more. It has been more than 3 months now and i have not received a single candidate from this agency and neither they are refunding me my money back nor they are answering me or responding to me in any ways.
