Electric meter is not working

Electric meter has not been working since 12/07/2014, in this regard we filed a complained in local office of Itarsi on 12/07/14 but no action was taken by the responsible official.
Now they send a average bill which is more than the previous month bill.
My meter no is 3868571 service no is[protected]-[protected]
Poll no 004b15..sir/madam please solve my problem as soon as possible.

I am a resident of 20/1, A-Block, Kailash Nagar, Gwalior. I pay my electricity bills regularly according to the reading taken by the authorized meter reader. Despite this my electricity bill for the month of Nov-2010 has been added with 300 estimated units in addition to the reading taken by the meter reader.When I went to enquire the reason for adding the estimated units the person concerned told me that my consumption...
