Columbia Asia Hospital — sudden bill hike to rs 1 lacs from the estimate provided of rs 45k

My dad sh. Om parkash dahuja got admitted in the hospital at patiala on 8.4.2019 for hernia operation.
I was provided a written estimate of rs 45k.
Today, 9.4.2019 before discharge, i am informed that the estimate provided to me was wrong and the bill can go up to rs 1 lac.
This is not acceptable at all.
Kindly inform which authority has given rights to vary such a huge amount between the estimate provided and the actual bill??
