Common Man — Railway employee bhandup

Hello friends, my name is xyz.I have a complaint against railwayticket giver who is on duty on 12th feburary 2015 time is between 7 pm to 8.15 pm basically who give ticket to montly pass holder.I demand for montly pass from bhandup to thane, he give me montly pass from bhandup to kurla. I request for change but he told this is not possible but on requesting him 100 times he was ready to change but did not my extra money rs 30/-.I saying is this right or wrong .If right tell me reason with railway rules, if wrong tell the employee to send apology letter to email id [protected]@gmail.com.
