100Bestbuy.com — Not refunding the money

i registered for a contest which said "Pay just Rs 199 for an instant chance to win Samsung Galaxy Tab 750 worth Rs 40798. You either win or we refund 100% of your money! "

when i paid the money using my SBI debit card, 399Rs got deducted and later, its said, if we dont win in the contest then our money (399Rs) is converted into point, which i dont want,

Before registering you have clearely said you will give "100% money back" (i have attached the print screen of the offer saying 100% money back) if we dont win in the contest, which you are not giving, i want my money not credit points,,

please do what you put in advertisement else i will take the issue to "Consumer Court"..
