bsnl broad band always showing error 691

sir good morning,
my telephone number is 04027953022. when ever iam trying to connect my internet connection, it is showing error 691. since three months this problem is coming. I have lodged so many complaints but no body is listening. when ever iam calling 23234770 that time they make it serviceable. again next days same problem is coming. please do the needful.
