caste certificate — not make caste certificate

Dear sir,
I am Asif Raza, 27 yrs old, i am belong from minor community (ansari) , in year 2002 i received a caste certificate which has 6 months validity,after expiry i continue going to court for the purpose of making caste certificate but the tahsildar said that the rule has changed , and now you have to submitted the various other formilities such as:
1.Grand father & G. mother belong to which state.bring his our her Niwas certificate.
2.If your Grand father ,G. mother & father belongs to other state then what's movable assets (Gold,Silver,Cash, e.t.c ) brings by them give detail.
3.if they have land on that state also give the statement.

Also there are various terms & condition levied by govt.which is not possible by us to bring this information because my g.father died on year 1965 and father came to chhattishgarh in year1969-70,he didn't have gold and silver but govt. wants certificate from jharkhand panchyat,therer are too many hurdles creates by govt. to push or press the minority.

please try to some action by which this procedure will be going to simple.
