BSNL CELL ONE NAGPUR — Outgoing Facility Blocked

My name is Sanjay Belorkar. I am having Cell number [protected] . My all bills are paid but still my outgoing facility is blocked from 5 days.
I have dialed various Customer Care contact number [protected],[protected] and [protected] but no positive reply.
BSNL is worst in providing customer care.
