Hindustan Times — not receiving news paper

my self dr vikas jain have subscribed to hindustan times newspaper through pre payment of 249 rs for 6 months.
id no. is R0009155. In the last one month i have received paper for only11 times. i have contacted the person in-charge Mr.Girish Arya on phone multiple times and once personally, he told that the hawkers/ news paper distributor do not listen to them. his phone no is.[protected]. so please get me out of it.
