IDBI Capital Market Services Ltd — Being cheated during opening Trading A/C with high value amount

I am an investor occasionally trade in the capital market. So, while opening trading a/c with IDBI Capital, I asked for minimal amount for opening trading a/c. Knowing everything, authorised representative get my signature on dotted places assuring me to refund Rs 10000/- after six months from opening the account. However, after opening the a/c, I came to know that Rs 10000/- is adjustable with brokerage generated in six months. Practically, I rarely trade on line , so, generation of such huge brokerage was out of question. And, it happened so, I got only refund of Rs 31.98/-.
After knowing the trap I have fallen or made to fall by authorised representative of IDBI Capital Market, I repeatedly approached the authority of IDBI Capital, but, I am shocked to witness extreme insincerity of the company in dealing my case.
So, my question is whether any step can be taken or not to treat the matter as cheating on and help me get full/partial refund of y opening charge from IDBI Capital Market. Pl give me valuable suggestion in this regard.
