Delivery of broken seal

We have a connection by the name of Mr. Rakesh kumar Singh and consumer no. 18345 and Distributor M/S SUBHI INDANE,242A,PREETAM NAGAR,SULEMSARAI,ALLAHABAD.
we have booked for re-filling of gas ON 05/05/2012 through SMS (Booking No.--1475) but they delivered cylinder having broken seal on 11/05/12 to the female member of the house when no male member is present.when i wanted to complaint, they did not pick up the phone.
therefore i request you to take necessary action.
