NOT GIVEN NEW CONNECTION AFTER TRANSFER

Dear sir/madam
Myself transferred my connection from Karnal (Haryana) to Kolkata ,
and approached to M/s Roy & Dutta Enterprise located at 13,Indralok Estate, HB Town Sodepur Kolkata-700100 for new connection on 12.04.10. Distributor denied to give any connection ,excuse of shortage for regulator.
Request to confirm my connection.
