Maharashtra State Elect. Board (Mseb) — Harrashment to customers

MSEB has not improved yet in spite of bifurcating in two companies. The officers and the employees are still in British Rule. It can be ascertained from my experience. I am (Dinesh Bhonde) resident of Sai Apartments, 18 Khare town Dharmpeth Nagpur. MSEB Consumer number[protected] meter in name of Mohini Constructions, Nagpur (I tried to change the meter in my name but the procedure is so bloody, it kills you. A consumer asking meter in his name, the MSEB does not give. This is the only organization which is barring customers not to do good things for the company.)

In March 2011, I did not receive electricity bills. Perhaps not send by MSEB. Because they do not have any proof of sending it to me. I always pay bill online by transferring money by net banking. As I did not receive the bill I could not pay it.The last date of the bill was 16th March 2011 and later it was to be paid with some fine. On 23rd evening I received the phone call from my wife that our power is cut. I left my important office work and rushed home and then to MSEB office. I came to know that my bill was some Rs 803 and not paid by 16th March, therefore power is cut. I asked him how my power is cut without intimating me by phone, sms, email or orally, But the poor chap did not have answer. He asked me to pay the bill by cheque. I went to home brought the cheque and gave him. He said he wouldl send the persons to connect the wire. The class four employees whom we call linemen were chatting and sharing tobacco occupying all chairs in office ( Shankar Nagar Power House Office) spreading their legs. I asked them to come but they did not. I went home after half an hour I rang to Executive Engineer. Then these persons come after 2 hours and connected my wire. We were in dark for 4 hours, I had to suspend all my pre assignments. The questions arise--
1) The bill it self mentions that, you have to pay Rs 803 after due date instead of 790.- means Late Fee
2) The MSEB should intimate if they have any such rule to cut the power after 7 days of due date without informing the customer.WE will challenge in the court
3) Who has given MSEB class 4 employee right to cut the power, break the seals and remove the grip?
4)How the customers can be put to trouble without intimating them of non payment of bills and the power cut.
5) The MSEB officers I feel understand recent technology as they have provided facility of online bill payment. Why they do not inform the customers of non payment and the action that would be taken by SMS, Letter, Phone Call or email

I suppose there is no such a rule, The local employees are doing such things for earning bribe and threatening customers
Te MSEB officers concern with this, I request to start the inquiry and punish the culprits.
