Microfinance — IS SARADHA REGISTERED IN RBI to collect deposit money from people

Unless the RBI not provided permission no Microfinance organisation collect money for deposit. But Appeline (Basil International) is still collecting money from people of Assam. Is Basil International is a registered in RBI. Is there anybody from Assam Government to check the valid documents of the company. Or else the Basil International company will gather money and fly somewhere like Saradha Group. Please clarify.
