natwest bank — asked to deposite 40000 indian rupees

Respected sir / madam
a few months back i have got an mail stating that i have won some 5,00,000 american dollers from an lucky draw along the reference of an employee of natwest bank. I also got an call from him for conformation of the details which i have provided to him. The person have told me that an diplomat of your bank will be coming to india for delivering the money and i was told that i have to pay nothing to get that money delivered to my doorstep . so i said yes. They also provided me with the passport details of the concerned diplomat who will be coming to deliver the money the details of which i am attaching with this mail. Than suddenly i got an mail stating that i have to deposit some 40000 indian rupees as an customes charges for getting the consignment through the customes. I refused to do so saying that i cant do that. The other day the diplomat called me started saying to deposite the money as soon as possible as he was in india to complete the formalities to get that money deposited in my account.I then said no i cant but than he said that he is ready to deliver it if i pay him 10000 indian rupees for his charges towards transportation in india in order to get that money delivered to me. I again said no and the diplomat left back to england. Other day i got am mail that me money in form of consingment is kept with the british consulate in delhi and i need to contact MR. JOSEPH JORDAN got get my consingment when i am ready to pay the charges.
I have no idea weather it is true or not. i want to please confirm this and provide me with the clear picture and i it is fake than take some action against this kind of fraud cases and do let me know the reality on my mail.
