NetAmbit And Leisure Destinations — Fraud and made trouble

My brother had received call from NetAmbit in mulund about the seminar about in Insurance policy and they told that If you attend the 1 hour seminar we will give holiday packages from Leisure Destinations. He and his friend had issued 2 Holiday Vouchers of Leisure Destinations for couples. We are trying to call on phone no provided on voucher But, even after several phone calls to their office (Tel:[protected] we are not able to contact them. We did not know the details of the resort booking.
So, finally, I had to call up Mr. Jatin Shah (Tel:- [protected]) .Now we are in Goa to utilize these these holiday vouchers. We have already made payment of 1300 X 2 for two couples via online money transfer we have confirmation receipt via mail also verbal confirmation from Jateen Shah (Banglore). We were told that the details of resort booking would be sent by email. .
Mr. Jatin Shah of Leisure Destinations has not lived upto the expectations of a customer.
W are now in goa and Hotel paradise Manager is asking about the Hotel Rent We are trying to reach Mr Jateen Shah but no response Hotel manager told us that Mr jateen refuse to give him hotel booking amount paid by us so they are going to charge customer.also they said Mr jateen is not responding to him and telling them to charge us.

Can anyone suggest how to complaint about this to nearest police station I have seen several complaint about Mr Jateen shah on blog and If This thing is happening then what is guarantee about any one life security and so we suppose to complaint in police about this fraud if quick action is not taken
