Offerbeam.com — Product not received,neither refund.

I purchased a watch from Offerbean.com on 24th september 2012. The payment was completed successfully and the order was confirmed. I contacted the cc before making the purchase and confirmed the price of the product and the delivery date before the order. It has been more than 3 months after the offer was made and till now I didn't receive the product. I tried contacting the cc but none answered my phone calls and returned my mails. I have 1699 Rs of mine stuck with them. The website isn't even accessible now? What should I do to get my money back?
