Panjab university — light gone when my teeth scaling

16/5/2011 i have appointment for my teeth scaling , when i have my number the light is out of order . and when i asked what is this they told if when we scaling any person and light gone they told kindly take ur next appointment ,
they have no backup plans to controlled this situation.
even they have 2 generators arroung the buildling .
then i think this is india
