Passport Delay — delay in receiving passport

My wife passport was submitted on 2nd feb 09. Till last week i checked the website and status was

Police report it incomplete examine the case, When my father in law went to sangli police station he found inquiry file has not been sent and reason for delay is because of election work they did not get time.

We couldn't do any thing but just wait for Police to get free from their work so they can owe us by submitting file.

GOVT. HAD MADE US SO HANDICAP, they dont have receipt to prove anything, police dont have any compulsion about submitting report etc etc so common man has to always suffer. He dont even know where to go which door to knock for solutions.

I mailed passport complain email address, no reply
later sangli police said file has been sent but police dispatch dept. said they din send any file.

when my wife went to Thane PP office to check, she was told NO ONE RESPONDED FROM SANGLI ADDRESS, so file came back without enquiry this happened before file reached to sangli police which is absolutely wrong, infact Thane PP office din send the file to sangli all GOVT EMPLOYEES are playing such game NOW they are used to it.

I am putting all this thing with hope that some strict rules will be implemented to avoid such thing happening with other peoples who are applying for PP.
