delay in issuing passport

I had applied for passpprt in july 2008 under file no. Jmu-A00605908,but.. has not recieved the same till date.kindly do the needful in this regard.

I had applied for pass port in the year 2010 vide file No:- JMU-A002931 but till date pass port has not been issued despite the facts that I have deposited the requisited document twice in the Passportoffice Jammu
