property — dumping area in residential area

hi, i am a resident of sri chand park, uttam nagar, new delhi-110059, there is a plot where the owner made his residencial plot a dumping ground, its smells like a hell, & no body takes action against it, its a major cause of disease there, the address of that plot is B-58, 59 Sri Chand Park, Near Mansa Ram Park, Uttam Nagar, New Delhi - 110059, so please tell me how can i stop aal these activities in a residencial colony as it is very hazardious to the residents located nearby. please help me to register my complaint so that i'll be able to stay there properly.
