I experienced the same thing. I didn't get Refund for failure topup transaction.

Even me RECHARGEITNOW is BIG CHEAT, HOW Come it still exisitng as website and no police action has taken ...its group of people cheating public
i rechage nearly to 300 rupees and no refund has been done or recharged no message in mobile
but money got deducted from online ...
