Santro xing — Refund of Booking Amount

I had booked Santro Xing with a token amount of Rs 1100/- on 23.09.08 with Santro Dealer & received assurance that if your plan changes you will definetly get your money refund

And at that time only my plan changed & I dont want to purchase any car but now dealer is not agreeing to refund my booking amount, as per my last talk he is saying that 1000/- will be deduction as processing fee, which I feel is unfair & I am feeling cheated in this whole course

Hence kindly suggest what should I do to get my money back
