Suzuki Motorcycle India Pvt. Ltd. (Suzuki Access 125) — CSD service charges and misbehave

Respected Sir,

My father bought a suzuki access scooter from dinco motors rewari through CSD on 06.03.2009. We gave the vehicle handover document and other payment like insurance fees etc. to the dealer, after that the manager ask us to give Rs. 400/- extra for CSD service charges against that we ask for a receipt. The manager deny to give us any receipt and pointing his fingure to us and ask us to leave the agency shop if the payment is not given. Then the dealer came and said to us that he will not give the vehicle without taking CSD service charges. They both misbehave with us. After an hour they give us a rough slip with stamp against the CSD Service Charges.

On next day I make a call on your mobile and enquire on the above matter and you also said that it is fair to give CSD Service Charges to the dealer.

Sir, I want to know that:
1. Is there any rule or norm to take the CSD Service Charges from the defence personnel?
2. If it is so then why you are not giving any receipt against it.
3. If it is so then please provide me a copy.
4. What action will be taken against the misbehavior of the manager and the dealer?
5. The engine oil in the scooter was measured 450ml against 900ml. when your engineer came to check it he didn’t give any report to us. Who will be responsible if the scooter’s engine got any damage?
