Tata Docomo — no activation key/wrong plan

I purchased a tata photon from an agent for post paid billing. They immediately sent messages that my no. is activated and the billing plan is Rs. 650. However, I had asked for a Rs. 850 plan. Also, I have still not received activation PIN. I call helpdesk everytime. They have some really uneducated call takers and they take my verification address and dont do any task.
